Profile of the expert
Ms. Merle B. Palacpac is the Officer-in-charge (Chief) of the Philippine Plant Quarantine Service that implements the country’s plant quarantine law, rules and regulations, and activities related to the implementation of phytosanitary measures. She acts as the representative of the Department of Agriculture to the Department of Science and Technology-Biosafety Committee (DOST-BC) which regulates experiment of genetically modified organisms under contained use. From 1989 to 2013, she was Chief of the Post Entry Quarantine Station of the Bureau of Plant Industry. Since then, she has been involved in formulation of policies, guidelines, and protocols related to plant quarantine and biotechnology regulation.
