General Information


In the preparation of the National Report the following stakeholders were participated: <br />Ministry of Nature Environment and Tourism, <br />Ministry of Health, Ministry of Agriculture and Light Industry<br />Institute of Public Health, <br />Biotechnology Center of the Institute of Biology,&nbsp; <br />Mongolian National University,<br />Mongolian International University <br />Mongolian Biotechnology Association.<br />The Report was prepared by the National Biosafety Committee<br />/Ministerial Order A-173/

Mongolia biosafety framework has been submitted to the BCH. Mongolia has permanent biosafety staff of one person in National Biosafety Committee, and government has allocated budget for the commmittee. But the government budget allocation is very low. From May 2010 Ministry of Nature, Environment and Tourism of Mongolia together with GEF and UNEP started implementation of Capacity Building for Biosafety Implementation for Mongolia Project.

Capacity Building for Biosafety Implementation for Mongolia project will assist Mongolia, as a Party to the Cartagena Protocol, to meet its obligations by strengthening the capacity needed to have a workable National Biosafety Framework in order to become consistent with the Cartagena Protocol. Project duration will be for 36 months (May 01, 2011 - April 3o, 2014).<br />General Objective: This project aims to ensure a long-term sustainable development program for the future safe use of modern biotechnology in Mongolia and, at the same time, to assist Mongolia to comply with its obligations as a Party to the Cartagena Protocol on Biosafety.&nbsp; <br />Specific Objectives: The major objective for GEF support would be capacity building across ministries and key stakeholders to analyze, inform, and make decisions to reduce potential risks related to LMO’s, increase benefit to society, and protect biodiversity. Specific objectives would include:&nbsp;&nbsp; <br />• Assist Government of Mongolia to establish and consolidate a fully functional and responsive regulatory regime in line with Cartagena Protocol on Biosafety and national needs, priorities<br />• Assist Mongolia to build an implementation mechanism for Biosafety program including human resources, institutional building and networking at national and regional level.<br />• Assist Mongolia to establish and consolidate a coordinated and collaborative monitoring and enforcement system for Biosafety program; and <br />• Assist Mongolia to establish and consolidate a functional national system for public awareness, education, participation and access to information on LMO’s.<br />The project has 5 components <br />1. Policy and legal aspects for development of a National Biosafety Program<br />2. Capacity strengthening in&nbsp; human resource for implementation of a Biosafety Program<br />3. Capacity strengthening at institutions for implementation of a Biosafety Program<br />4. Public awareness&nbsp; and public participation in matters related to Living Modified Organisms (LMOs)<br />5. Government of Mongolia has agreed with the text of the Nagoya-Kuala Lumpur Supplementary Protocol and supported to join the Protocol. Now the ratification process is with The Parliament's Standing Committee after which it will be discussed by the Parliament.

Main challenges Mongolia faces to implement the Protocol is lack of general understanding about LMOs among public, lack of human as well as technical capacity including laboratories, lack of domestic regulations and guidelines (domestic legal environment) etc.<br />Risk assessment and Risk management issues are new to Mongolia therefore above mentioned challenges are all relevant to Risk issues.<br />Institutional capacity is existent but based on partial employment which reduces efficiency of its work. <br />Lack of financial resources is the main obstacle for implementation of the Protocol.&nbsp;&nbsp;
