Fomentar la producción y el uso de la mejor semilla con identidad y calidad superior comprobada, estimulando el desarrollo de la industria semillerista nacional. Apoyar la obtención y el uso de nuevos materiales filogenéticos nacionales así como el de aquellos de origen extranjero que se adecuen a las condiciones del país. Proteger las creaciones y los descubrimientos fitogenéticos, otorgando los títulos de propiedad que correspondan. Impulsar la exportación de semillas.
Monitorear la presencia de semilla genéticamente modificada en el país con destino comercial, multiplicación de semilla para exportación y ensayos experimentales.
