La Tunisie a  pris des mesures juridiques, administratives et autres nécessaires à la mise en œuvre du Protocole à savoir :
- La mise en place d'une commission nationale technique consultative sur la biosécurité (CTB) et trois sous commissions :
1/ Aspects institionnnelles et réglementaires;
2/ Réseau national des laboratoires;
3/ Education, sensibilisation et communication du public.
-   Elaboration des guides techniques (Analyse des risques biologiques , détection et quantification des OGM, guide introductif sur les biotechnologies et la biosécurité) (publié en juin 2015);
- Elaboration d'un projet de loi sur la biosécurité : OGM, Agents Pathogènes et Espèces Exotiques Envahissantes ( phase finale);
- Création d'un réseau de laboratoires de contrôles officiels (détection, identification et quantification) des Organismes Génétiquement Modifiés et produits dérivés et son intégration dans la région Mena (Banque Nationale des Génes "BNG", Laboratoire Central d'Analyses et d'Essaies "LCAE", Centre Technique Agro-alimentaire "CTAA", Laboratoire de Controle des Semences et Plants "LCSP") (2013 / Signature de la convention en cours);
- Elaboration d'un plan national de communication et de sensibilisation du public (juin 2015);

Les textes juridiques de la loi nationale de biosécurité prévoient que l'autorisation d'un OVM particulier est limitée dans le temps. Par ailleurs, il est également prévu que la Haute Instance Nationale de Biosécurité à toute la latitutde, suite à la parution de nouvelles données scientifiques, de retirer l'autorisation d'un OVM donné.
La loi n'est pas encore entrée en vigueur. Aucun OVM n'a été encore autorisé. Aucune  reconsidération d'approbation n'a donc été effectuée.

L'évaluation et la gestion des risques ont été prévue dans les textes et procédures réglementaires proposés dans le cadre national sur la biosécurité (déjà élaboré) y compris les services concernés. Par ailleurs, un organisme national de référence sera mis en place pour assurer l'évaluation des risques, dont ceux relatifs aux OVMs 
           La création d'un réseau de laboratoires de contrôles officiels (détection, identification et quantification) des Organismes Génétiquement Modifiés et produits dérivés et son intégration dans la région Mena. Ce réseau comporte la Banque Nationale des Gênes "BNG",  le Laboratoire Central d'Analyses et d'Essais "LCAE", le Centre Technique Agro-alimentaire "CTAA"et le Laboratoire de Contrôle des Semences et Plants "LCSP" depuis 2013 . La Signature de la convention est en cours.

Dans le cadre de la mise en ouvre d'un cadre national de biosécurité, la Tunisie a fait part d'un projet d'assistance soutenu par les nations unis (Projet FEM/PNUE) et s'est engagé dans un processus qui vise à renforcer les capacités nationales, dans ce cadre une série de formations ont eu lieu :
- L'évaluation, la gestion et la communication des risques liés aux OGM;
- Les modèles  de notification et les demandes d'autorisation liés aux OGM;
- Les procédures de mise en place d'un laboratoire de référence pour le contrôle et la détection des OGM;
- L'identification, le contrôle et la détection des OGM ( formations à Strasbourg, ISPRA, Belgique et deux formations à Tunis);
- L'organisation de la 15eme reunion africaine des coordinateurs nationaux des projets biosécurité (Biosafety NPC meeting) du 15 au 19 juin 2015 à Tunis - sousse - sfax, dont l'objectif principal était le partage des experiences en matiére d'identification et detection des OGM.
- La participation de la Tunisie parmi les coordinateurs du réseau des laboratoires dans la région du Moyen Orient et Afrique du Nord (Meadle East and Nortyh Africa GMO Laboratories; MENAGL) à des réunions de réseaux de laboratoires de détection des OVM à l'échelle internationale (International Workshop of GMO Ananlysis Networking) à coté des autres réseaux des différentes régions du monde à savoir le réseau européen (European Network of GMO Laboratories; ENGL), asiatique (Association of  Southeast  Asian Nations; ASEAN), africain (Southern Africa Network of GMO Laboratories; SANGL). La dernière réunion a été organisé par la Commission Européenne via le Centre de Recherche Commun (JRC) et ce en Italie (Varese) entre le 21 et 23 juillet 2015.

La Tunisie a bénéficié respectivement :
- D'un projet FEM/GEF pour la mise en place du cadre national sur la biosécurité (études sur la biotechnologie en Tunisie, sur la stratégie et plan d'action en biosécurité et préparation du cadre juridique) (1997 - 2000)
* D'un projet   " renforcement des capacités en vue d'une participation efficace au BCH  (BCH I)"
* D'un projet de renforcement des capacités pour la mise en œuvre du cadre national de biosécurité  est en cours de mise en œuvre depuis janvier 2007 (financement: GEF, Agence d'exécution: PNUE, Agence de mise en œuvre: Ministère de l'Agriculture et de l'Environnement / Direction Générale de l'Environnement et de la Qualité de la Vie),
* D'un projet   " renforcement des capacités en vue d'une participation efficace au BCH II" (UNEP / GEF),
* Du projet relatif à la préparation du 2ème rapport national de mise en œuvre du protocole (UNEP / GEF),
Le processus d'obtention des fonds est parfois assez lent notamment pour le projet de mise en place du cadre national de biosécurité et le projet de mise en œuvre de ce cadre. Alors que  pour que les projets BCH1, BCH2 et le 2ème rapport national le processus est normal cependant pour la préparation du 3eme rapport la tunisie n'a pas reçu des fonds.
- Projet 3 de l'UE CdENRBC " Développement des connaissances et transfert des bonnes pratiques sur la biosécurité, la biosûreté et la gestion du biorisque";
- Projet de cooperation tuniso-allemande en matière de prevention des risques biologiques et la sécurité sanitaire;
- Certains étudiants et chercheurs nationaux ont bénéficié de formations scientifiques et techniques en matière de prévention des risques biotechnologiques dans des établissements et des labos à l'étranger,

La préparation d'un plan national de communication et de sensibilisation du public                                                                                          
- Les textes d'application du projet de loi en voie de promulgation comprennent plusieurs dispositions visant l'information du public concernant les OVM. Le notifiant doit fournir des données qui seront accessibles au grand public. Par ailleurs, le BCH sera un des supports pour la dissémination de l'information concernant les OVM ayant obtenus l'autorisation préalable du Ministère chargé de l'Environnement. Par ailleurs, la société civile est représentée au niveau de la Commission Technique Consultative sur la Biosécurité (CNB) à travers l'Organisation de Défense des Consommateurs (ODC), et sera renforcé par d'autres ONG au niveau de la Haute Instance Nationale sur la Biosécurité lors de la promulgation de la loi sur la biosécurité. Depuis janvier 2015, l'Association Tunisienne de Biosécurité et d'Éducation Environnementale ( ATB2E) a été créée dans les principales missions est de Promouvoir la biosécurité  et la biosûreté  comme étant des disciplines scientifiques associées aux sciences de la vie, développer l'expertise nationale dans les domaines de la biosécurité et la biosûreté et faciliter l'échange d'informations scientifiques, techniques et socio-économiques en relation avec l'environnement et la conservation des ressources naturelles.
