Summary, abstract or table of contents
This guideline was developed and prepared as part of a Technical Assistance project facilitated by
the United Nation Environment Program (UNEP), and financed by the GEF through a project on
Cambodia Implementation of the National Biosafety Framework Project (GEF/-2328-2716-
4634). The purpose of the project was to strengthen the capacity within the Royal Government of
Cambodia to incorporate environmental risk as well as health risk considerations into project
planning for LMOs.
The guideline summarizes and extracted the information and concept presented during the
training course that conducted by the international expert Dr Abdul Moeed, from New Zealand
and other relevant documents mentioned in bibliography of this guideline. The guideline,
combined with practical exercises, office discussion in Cambodia and with field case studies and
on-the-job application formed from other countries.
The guideline has three parts:
Part 1 provides an overview of risk assessment and risk management of LMOs focused on the
background information related to concept and principles of risk assessment, Cambodia legal
background and some useful recommendations for risk assessors as well as decision makers.
Part 2 provides the basic principles of risk assessment and presents a "methodology" showing
how to do risk assessment and what kind of specific information will be useful for risk assessors
to carry out risk assessment of LMOs for environment, health, social, and economic aspects. This
Part also covers the fundamentals of risk assessment including identifying, analyzing, and
evaluating risk, determining their significance, and designing mitigation measures and monitoring
Part 3 covers the fundamentals of risk management and planning including risk management
characteristic, methodology for managing risk, identification of stakeholders in risk management
and provision of steps wise approaches basis and understanding critical influences on the
decision making and identifying, analyzing and managing, on a national risk basis, the
environmental implications of development activity of LMOs.
Cambodia's Law on Biosafety and Sub-decree on the Management and Control of Living
Modified Organisms as well as Sub-decree on the Facilitation of Trade through Risk
Management, which contains provisions relating to management procedures to control transboundary
movement, transport, handling, transfer, storage and use of living modified organisms
(LMOs) is resulting from modern biotechnology.

This guideline can be used by risk assessors, government officers, and private business and
technical specialists to understand:
