MONRE is responsible for:
- The issuance of biosafety certificate: stipulates the order, procedure of issuance and revocation of Biosafety Certificate; specifically stipulates functions, tasks and activity mechanism of National Biosafety Committee who are responsible for advising the MONRE on the aprraisal result of risk assessment reports of GMOs. The National Biosafety Committee consists of at least nine (09) members, includes representatives from the Ministry of Industry and Trade, the MOST, the MARD, the MONRE, the Ministry of Health and experts. Decisison in forming the National Biosafety Committee; regulate the form of Biosafety certificate; Issuance of the Biosafety certificate, Inform to the organization, individual whose biosafety certificate is subject to revoke and inform to mass media; Establish the List of GMO that have been already granted Biosafety certificate and publish the List on MONRE’s biosafety website.
- The preservation, packaging and transport of GMO: Specific regulation on the preservation, packaging and transportation of GMO and its product which has not yet received the biosafety certificate, certificate of GMO that can be used as food and feed.
- The management of GMO information and data: alignment of the database management on GMO; Maintenance of the biosafety website; Provide detailed guidance on the exchange and provision of GMO information;
- The inspection and examination: organize the interdisciplinary, un-scheduled inspection on the implementation the GMO risk management.
