This paper begins with an overview of the many social and economic considerations related to the use of modern agricultural biotechnology, with particular emphasis on its impact in developing countries. It then suggests principles and tools that countries could use to determine how socio-economic considerations should be integrated specifically into biotechnology policy or biosafety regulations as well as identifying some issues for which biotechnology and biosafety regulations are not appropriate. It emphasizes public participation in both research and decision-making about biotechnology and biosafety.
