The objective of this Order is to determine and set up requirements for deliberate release into environment and placing on the market of genetically modified organisms, requirements for analyzing the notifications and requests for authorization; procedures for issuing, suspension, termination and renewing of permits for certain activities in Lithuania.
This Order has identified provisions and general requirements for standard requests on permitting procedures, clear separating between deliberate release into environment for any purpose than placing on the market and set of procedures for genetically modified organisms or their products placing on the market; exchange of information with European Commission and other Member States.

This Order does not apply for:
- the food and feed products, which are regulated by the European Commission Regulations 258/97/EC on "Novel food products and food ingredients", and 1829/2003/EC on "Genetically modified food and feed", respectively;
- medicinal and therapeutic products, pharmaceuticals for humans and veterinary medicines, which are manufactured or are composed of genetically modified organisms;
- the carriage of genetically modified organisms and genetically modified products by transit means through the territory of the Republic of Lithuania, if they are not reloaded there;
- the contained use of the genetically modified micro-organisms.
