The Act provides for the control and prevention of contagious diseases in animals; for the control of the import and export of animals, animal products and veterinary drugs and veterinary biological products; and the matters connected therewith or incidental thereto.

The section 21 (1) of the Act states that no person shall import any animal, animal product, veterinary drug or veterinary biological product, animal semen or embryo except under the authority of a permit issued under this Act by the Controller of Imports and Exports on the recommendation of the Director.
