Update on Accessing GEF Funding for the Fourth National Biosafety

I write to provide an update to you on the above-mentioned subject matter.
Please reference communication of UNEP in April 2019, requesting for Letters of Commitment indicating interest in accessing a GEF grant to support your preparation of the Fourth National Biosafety Report. 

Unlike the Second and Third National Reports, we received guidance that prior to submission of proposals for funding we will need submission of interest or intent by all Parties for the GEF grant to support the preparation of the Fourth National Report.  We did communicate same to all Parties in April 2019.

The communication was followed up by a notification and two follow up reminders by the SCBD as indicated below;

Despite the notifications, we had varied responses from Parties in submission of their letters of Commitment.  The slow "grind" in receiving the letters has caused substantial delays in UNEP submitting the proposals for the funding to be released to support preparation of the 4th Biosafety National Report per your obligations under Article 33 of the Cartagena Protocol on Biosafety.   Per COP/MOP Decision 9/5 para 8, UNEP has no mandate to remove any party from our submission list.  A few Parties have declined the GEF Grant and have either prepared or will prepare the reports with their own funds.  

Permit me Sir/Madam, on the status of letters of commitment received from Parties at the time of writing from the 131 GEF Eligible Parties as follows

i. Africa – 46 out of 50 Eligible Parties – [No Letters of Commitment [2]– Mauritius & Libya; Declined GEF Grant [2] – South Africa {report published} and Seychelles]
ii. Asia-Pacific – 24 out of 42 Eligible Parties [No Letters of Commitment [14]- Fiji, Indonesia, Kazakhstan, Kiribati, Malaysia, Marshall Islands, Myanmar, Niue, Pakistan, Samoa, Thailand, Tonga, Turkmenistan and Uzbekistan]; Declined GEF Grant [2]– China & Philippines – reports published]
iii. GRULAC – 21 out of 30 Parties [No Letters of Commitment [8]- Belize, Brazil, Costa Rica, El Salvador, Peru, Saint Vincent & Grenadines, Trinidad & Tobago, Uruguay]; Declined GEF Grant [1]– Saint Kitts & Nevis]
iv. CEE – 5 out of 11 Parties [Azerbaijan, Georgia, Montenegro, North Macedonia, Serbia, and Ukraine]]

Based on the feedback from Parties, UNEP followed up with a recommendation for the consideration by the GEF to enable UNEP submit proposals for GEF funding as follows;

i. Africa - An MSP for 45 Parties
ii. Interregional MSP (1) – Asia-Pacific, GRULAC & CEE (46 Parties)
iii. Interregional MSP (2) – Africa, Asia-Pacific, GRULAC & CEE (Max 40 Parties if they all come on board).  

UNEP also requested for a timeline ending January 2020 from the GEF, in case of no additional receipts of commitment letters to ahead with the third MSP (iii) with the numbers received.   Based on the additional letters received last week, the numbers for submission will change accordingly.

UNEP is awaiting feedback and guidance on our request from the GEF. 

Should any GEF Eligible Party be interested in the said GEF grant of $25,000, please send us your commitment letter as per the attached as soon as possible indicating in kind co-financing amount?
 
The Fourth National Biosafety Reports are extremely important as they will provide primary data to support the work of Article 35 on “Assessment and Review”, the final Evaluation of the Biosafety Strategy 2011 – 2020, the Fifth Global Biodiversity Outlook and the ongoing work on the Post 2020 Biodiversity Framework.

I trust this provides an update on the situation with request for funding to support the Preparation of the Fourth National Biosafety Report from the GEF.

اكتب إليكم لتقديم تحديث حول الموضوع المذكور أعلاه،
برجاء التفضل بالرجوع إلى رسالة برنامج الأمم المتحدة للبيئة في أبريل 2019 ، والتى تم فيها طلب خطابات التزام تشير إلى الاهتمام الدول الاطراف بالحصول على منحة مرفق البيئة العالمية لدعم إعداد للتقرير الوطني الرابع للسلامة الأحيا~ية.

على عكس التقريرين الوطنيين الثاني والثالث ، تلقينا إرشادات مفادها أنه قبل تقديم مقترحات التمويل ، سنحتاج إلى تقديم خطابات "التزام أو رغبة" من جميع الأطراف للحصول على منحة مرفق البيئة العالمية لدعم إعداد التقرير الوطني الرابع. وقد قمنا بالتواصل مع جميع الأطراف في أبريل 2019.

على الرغم من الإخطارات ، فقد كان لدينا ردود متباينة من الأطراف في تقديم خطابات الالتزام. لذا فقد تسبب هذا البطئ و"التعسر فى الردود" من تلقي الرسائل من الاطراف في تأخير كبير في تقديم برنامج الأمم المتحدة للبيئة للمقترحات التي سيتم إصدارها لدعم إعداد التقرير الوطني الرابع للسلامة الأحيائية وفقًا لالتزامات الاطراف بموجب المادة 33 من بروتوكول قرطاجنة للسلامة الأحيائية. ووفقًا للفقرة 8 من مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في البروتوكول ، القرار 8/5 ، ليس لدى برنامج الأمم المتحدة للبيئة تفويض بإزالة أي طرف من قائمة التقديمات. رفض عدد قليل من الأطراف منحة مرفق البيئة العالمية حيث ستقوم بإعداد تقاريرها اللوطنية بأموالها الخاصة.

اسمح لي سيدي / سيدتي ، أن أحيطكم علما بشأن حالة خطابات الالتزام الواردة من الأطراف وقت كتابة هذا التقرير من الأطراف المؤهلة لمرفق البيئة العالمية البالغ عددها 131 طرفًا هى على النحو التالي:

1: أفريقيا - 46 من أصل 50 طرفًا مؤهلا – الأطراف التى لم ترسل خطابات التزام [2] وهى موريشيوس وليبيا ؛ الأطراف التى رفضت منحة مرفق البيئة العالمية [2] وهى جنوب إفريقيا {تم نشر التقرير } وسيشيل
2: آسيا والمحيط الهادئ - 24 من أصل 42 طرفاً مؤهلاً - الأطراف التى لم ترسل خطابات التزام [14] وهى فيجي وإندونيسيا وكازاخستان وكيريباتي وماليزيا وجزر مارشال وميانمار ونيوي وباكستان وساموا وتايلاند وتونغا وتركمانستان وأوزبكستان ؛ الأطراف التى رفضت منحة مرفق البيئة العالمية [2] وهى الصين والفلبين - تم نشر التقريرين
3: مجموعة بلدان أمريكا اللاتينية والكاريبي - 21 من أصل 30 طرفاً مؤهلاً - الأطراف التى لم ترسل خطابات التزام [8] وهى بليز، البرازيل ، كوستاريكا ، السلفادور ، بيرو ، سانت فنسنت وجزر غرينادين ، ترينيداد وتوباغو ، أوروغواي ؛ الأطراف التى رفضت منحة مرفق البيئة العالمية [1] - سانت كيتس ونيفيس.
4: أوروبا الوسطى والشرقية - 5 من أصل 11 طرفاً مؤهلاً [أذربيجان وجورجيا والجبل الأسود ومقدونيا الشمالية وصربيا وأوكرانيا.

بناءً على التعليقات الواردة من الأطراف ، تابع برنامج الأمم المتحدة للبيئة توصية لينظر فيها مرفق البيئة العالمية لتمكين برنامج البيئة من تقديم مقترحات بشأن تمويل مرفق البيئة العالمية على النحو التالي ؛
1: أفريقيا، مقترح تمويل مشروعات متوسطة لـعدد 45 طرفًا
2: مقترح تمويل مشروعات متوسطة اقليمى (1) : آسيا والمحيط الهادئ ، مجموعة بلدان أمريكا اللاتينية والكاريبي (46 طرفاً)
3:  مقترح تمويل مشروعات متوسطة اقليمى (2) : إفريقيا ، آسيا والمحيط الهادئ ، مجموعة بلدان أمريكا اللاتينية والكاريبي (40 طرفًا كحد أقصى إذا شاركوا جميعًا).
كما طلب برنامج الأمم المتحدة للبيئة من مرفق البيئة العالمية تحديد جدول زمني ينتهي فى يناير 2020 ، في حالة عدم وجود خطابات التزام إضافية، للمضي قدماً في الخطة متوسطة الأجل الثالثة (3) بالاعداد التى تم استلامها بالفعل. استنادًا إلى الرسائل الإضافية التي وردت الأسبوع الماضي ، وستتغير أرقام التقديم تبعًا لذلك.

ينتظر برنامج الأمم المتحدة للبيئة التعليقات والتوجيهات بشأن طلبنا من مرفق البيئة العالمية.

فى حالة وجود أى "طرف مؤهل" يكون مهتما بالحصول بمنحة مرفق البيئة العالمية المذكورة البالغة 25000 دولار ، يرجى إرسال خطاب الالتزام الخاص بنا كما هو موضح في أقرب وقت ممكن مع ضرورة الإشارة إلى مبلغ التمويل المشترك العيني.

تعد التقارير الوطنية الرابعة للسلامة الأحيائية مهمة للغاية لأنها ستوفر بيانات أولية لدعم عمل المادة 35 بشأن "التقييم والمراجعة" ، والتقييم النهائي لاستراتيجية السلامة الأحيائية 2011-2020 ، والنظرة العامة العالمية الخامسة إلى التنوع البيولوجي والعمل الجاري بشأن إطار 2020 للتنوع البيولوجي.

أتمنى أن يكون ذلك قد وفر تحديثًا للوضع الراهن بشأن طلب تمويل لدعم إعداد التقرير الوطني الرابع للسلامة البيولوجية من مرفق البيئة العالمية.

Mise à jour sur l'accès au financement du FEM pour le quatrième Rapport National sur la Prévention des Risques Biotechnologiques

Je vous écris pour vous fournir une mise à jour sur le sujet susmentionné.
Veuillez-vous référer à la communication du PNUE en Avril 2019, demandant des lettres d'engagement indiquant l'intérêt d'accéder à une subvention du FEM pour soutenir votre préparation du quatrième rapport national sur la prévention des risques biotechnologiques.

Contrairement aux deuxième et troisième rapports nationaux, nous avons reçu des indications selon lesquelles, avant de soumettre des propositions de financement, nous aurons besoin de la présentation de l'intérêt ou de l'intention de toutes les Parties pour la subvention du FEM afin de soutenir la préparation du quatrième rapport national. Nous avons communiqué la même chose à toutes les Parties en avril 2019.

La communication a été suivie d'une notification et de deux rappels de suivi par le SCBD comme indiqué ci-dessous;

Malgré les notifications, nous avions des réponses variées de la part des Parties dans la présentation de leurs lettres d’engagement. La lenteur avec laquelle les lettres ont été reçues a entraîné des retards importants dans la soumission des propositions de financement du PNUE à l'appui de la préparation du quatrième rapport national sur la prévention des risques biotechnologiques conformément à vos obligations au titre de l'article 33 du Protocole de Cartagena sur la prévention des risques biotechnologiques. Conformément à la décision 9/5 de la COP / MOP, paragraphe 8, le PNUE n'a aucun mandat pour retirer une partie de notre liste de soumission. Quelques Parties ont refusé le don du FEM et ont préparé ou prépareront les rapports avec leurs propres fonds.

Permettez-moi, Madame/Monsieur, vous présenter l'état des lettres d'engagement reçues des 131 Parties éligibles au moment de la rédaction ;

Sur la base des commentaires des Parties, le PNUE a donné suite à une recommandation à examiner par le FEM pour permettre au PNUE de soumettre des propositions de financement du FEM comme suit;

i. Afrique - Un MSP pour 45 Parties
ii. MSP interrégional (1) - Asie-Pacifique, GRULAC & CEE (46 Parties)
iii. MSP interrégional (2) - Afrique, Asie-Pacifique, GRULAC & CEE (Max 40 Parties s'ils viennent tous à bord).

Le PNUE a également demandé au FEM un échéancier se terminant en janvier 2020, en cas de non réception supplémentaire de lettres d'engagement à envoyer au troisième MSP (iii) avec les chiffres reçus. Sur la base des lettres supplémentaires reçues la semaine dernière, les chiffres à soumettre changeront en conséquence.

Le PNUE attend des commentaires et des conseils sur notre demande du FEM.

Si une partie éligible du FEM est intéressée par ladite subvention du FEM de 25 000 $, veuillez nous envoyer votre lettre d'engagement dans les plus brefs délais en indiquant le montant du cofinancement en nature?

Les quatrièmes rapports nationaux sur la prévention des risques biotechnologiques sont extrêmement importants car ils fourniront des données primaires à l'appui des travaux de l'article 35 sur «l'évaluation et l'examen», l'évaluation finale de la stratégie de prévention des risques biotechnologiques 2011-2020, les cinquièmes perspectives mondiales de la biodiversité et les travaux en cours sur la Cadre pour la biodiversité après 2020.

J'espère que cela fournit une mise à jour de la situation avec la demande de financement pour soutenir la préparation du quatrième rapport national sur la prévention des risques biotechnologiques du FEM.

Morocco had send the letter to obtain the funding. To respect the deadline, he had developed his forth report and published it on bch.
My question is the country that published his report receive the fund. If yes, when?
