Online Forum March-April 2013

The On-line Forum on Socio-Economic Considerations is now closed for discussions.

The Secretariat issued notification 2013-008 on socio-economic considerations (Article 26 of the Cartagena Protocol on Biosafety). The notification outlines the inter-sessional activities that need to be undertaken in accordance with COP-MOP 6 decision BS-VI/13. These activities involve convening: (i) online discussion groups; (ii) regional real-time online conferences; and (iii) an ad hoc expert group meeting. They are intended to be carried out in accordance with this timetable.

SEC - Open forum

The Open forum will be held on 15 and 16 April 2013.

Discussions will open and close at midnight GMT.

This open forum scheduled to run for the next two days is intended to give you a chance to make any general comments or suggestions, both on the subject and the process of the online discussion that we convened since 11 March 2013, following the decision of the Parties to the Cartagena Protocol on Biosafety.

SEC - Question 4: Can you think of any criteria that a Party may apply in order to ensure that the socio-economic considerations that it takes into account in reaching import decision are consistent with international obligations? Are there international obligations which exclude socio-economic considerations or limit the scope of such considerations?

SEC - Question 2: What are “socio-economic considerations arising from the impact of living modified organisms on the conservation and sustainable use of biological diversity”? What is your understanding of the wording “arising from the impact”?

The purpose of the online discussion groups on socio-economic considerations is to:
  1. facilitate a global exchange of information and experiences on socio-economic considerations,
  2. develop a clearer understanding of the different perspectives on the issue, and
  3. identify issues for further discussion during the real-time online regional conferences.
The current discussions are intended, ultimately, to feed into the work of a subsequent ad hoc technical expert group which is supposed to develop conceptual clarity on socio-economic considerations in the context of paragraph 1 of Article 26 of the Protocol.
