Ms. Merle B. Palacpac is the Officer-in-charge (Chief) of the Philippine Plant Quarantine Service that implements the country’s plant quarantine law, rules and regulations, and activities related to the implementation of phytosanitary measures. She acts as the representative of the Department of Agriculture to the Department of Science and Technology-Biosafety Committee (DOST-BC) which regulates experiment of genetically modified organisms under contained use. From 1989 to 2013, she was Chief of the Post Entry Quarantine Station of the Bureau of Plant Industry. Since then, she has been involved in formulation of policies, guidelines, and protocols related to plant quarantine and biotechnology regulation.

* Responsible for the implementation of the post-entry quarantine activities i.e. post-entry quarantine inspection, evaluation, and monitoring of imported plants/planting materials in public and private laboratories, farms and nurseries’ phytosanitary certification of plant materials for export; laboratory analysis of imported materials and those intended for export.
* Involved in the formulation of policies, guidelines and protocols related to plant quarantine and biotechnology.
* Heads the biotechnology group in monitoring the introduction, movement, and field releases of genetically modified organisms.
* Acts as representative of the Department of Agriculture in the National Committee on Biosafety of the Philippines (NCBP).
* Formulates and prepares proposals and plans for quarantine activities
* Conducts pest risk analysis (PRA) of materials to be imported.
