National Institute for Scientific and Industrial Research (NISIR) is a research and development institute that falls under the Ministry of Science, Technology and Vocational Training (MSTVT). The institute is mandated amongst other things to carry out the following:

- Research in food science, material science, livestock and plant science, natural products and information science;
- Liaise with other research bodies within and outside Zambia conducting similar research;
- Disseminate research findings; and
- Co-operate with the ministry responsible for science and technology and other relevant institutions pertaining to research policies and priorities.

One of the major roles of NISIR is to provide timely advice to Government on policy and other issues relating to the national scientific and technological activities, co-ordination of national scientific and technological research activities.

The issues of biosafety are handled by NISIR on behalf of the MSTVT as it is the only institute in the country which has the capacity to detect, monitor and advise government on the use of genetically modified organisms (GMOs). Currently, a capacity building programme is being implemented by NORAD in the MSTVT.
