Josphat Muchiri is a Senior Biosafety Officer working at the National Biosafety Authority which is the National Competent Authority in Kenya. I am directly involved in the review of application dossiers submitted to the Authority as well as coordinating communication between the Authority and other expert reviewers working in various Universities and research institutes. I also head the monitoring and evaluation department that is involved in inspection of GMO containment facilities as well as monitoring of approved GMO projects to assess compliance to licence conditions. My overall duration in review of GMO dossiers is approximately 4 years and have handled about 30 applications so far. My background education is Agricultural sciences and more recently acquired masters degree on Biosafety and Biotechnology.

1.Receiving and Screening GMO applications for completeness and accuracy of information provided.
2.Coordinating and liasing with technical review experts and other Regulatory Agencies with a view to getting scientific and balanced information of the GMO applications.
3.Carrying out risk assessment on safety of human health, animal health and environmental protection.
4.Consolidating summary risk assessment reports for review by the Technical Committee of the Board.
5.Preparing decision documents, Technical Board Papers and approval documents of approved GMO projects.
6.Updating the National BCH (Biosafety Clearing House) that is linked to the international BCH on approved GMO and other biosafety developments in the country.
7.Inspection of containment and confined field trial facilities where research activities are undertaken.
8.Monitoring approved GMO projects for compliance with the Kenyan Biosafety laws as well as the approval conditions.
9.Receiving and reviewing progress reports of approved GMO projects.
10.Conducting general surveillance and sampling of products in the market for GMO testing.
11.Participating in trainings, workshops, ASK Shows, and other fora with a view of enhancing awareness on biosafety matters in the country and beyond.
12.Prepare monthly, quarterly and annual progress reports of the Technical Division.
13. Overseeing and monitoring the implementation of Performance Contract Targets including Vision 2030 Flagship projects being implemented by the Authority.
14. Deputizing the Quality Management System (QMR) in the implementation of an effective QMS and maintenance of ISO 9001:2008 Certification at the National Biosafety Authority.

1. Coordinated all technical operations in the region including seed inspection, Phytosanitary inspections and new varieties release Trials.
2. Was the Regional ISO 9001:2008 QMR Representative ensuring effective quality management system and maintenance of ISO Accreditation at all times.
3.I headed the Regional Procurement and Disposal Committee.
4.Vetting, training and registration of individual and common interest groups as seed growers in the region.
5.Field inspection and certification of seed crops mainly Cowpeas, Greengrams, Beans, Dolichos, Sorghum, Millet, Maize, Wheat, Barley, Potatoes and Nericca Rice.
6.Inspection and monitoring of bio-containment facilities in the region and in particular Confined Field Trials (CFT) in the region.
7.Carried out Seed and hard grain sampling for purposes of germination, purity, physical examination and pathological tests.
8.Carried out post certification surveys in all agro-dealers shops at the beginning of each rainy season to monitor the quality of seeds and fertilizers being sold to farmers. Where necessary, initiated and conducted training sessions to equip them with the legal aspects of seed and other farm inputs storage and handling.
9.Conducted post control assessment trials in our KEPHIS farm to audit the effectiveness of seed certification system.
10.Conducted National Performance Trials (NPT) and Distinctness, Uniformity and Stability (DUS) tests including site selection, field layouts, planting, trial management, data collection and data entry for various crops before final release to the farmers.
11. Training of small scale farmers groups to enhance their agricultural productivity and meet market requirements.
Preparation, printing and issuance of web-based documents mainly Phytosanitary Certificates, Plant Import Permits and Seed Agro-dealers Licenses.
12. Compiling monthly, quarterly, annual and project technical reports for the region.
