The policy component of the Draft National Biosafety Framework was incorporated into earlier drafts and formed the basis of the Biosafety Policy for Jamaica 2021.

Goals:
1. To manage the risks to human health and biodiversity arising from the development, transboundary movement, handling and use of living modified organisms.
2. To facilitate the development of a national modern biotechnology sector in a safe and regulated environment.
The policy notes that the right of public access to efficient judicial and administrative proceedings, including mechanisms for redress and remedies, will be dealt with in the legislative framework.
LMOs which are pharmaceuticals for humans are not addressed in this Policy. It should be noted however, that this category of LMOs is covered under the legislation and policies related to drugs under the mandate of the Ministry of Health.
