About Supplementary Protocol Competent Authority (SPCA)

 23 Nov 2021 02:43

Under the Nagoya – Kuala Lumpur Supplementary Protocol on Liability and Redress (NKLSP), competent authorities are to take a number of actions in the event of damage or where there is sufficient likelihood that damage will result if timely response measures are not taken (Article 5).

In decision CP-9/15, Parties to the NKLSP were requested to designate a competent authority to perform the functions set out in Article 5 of the NKLSP, and to make the contact information of its competent authority available in the Biosafety Clearing-House.

If there is more than one Supplementary Protocol Competent Authority (SPCA) in the country, each SPCA should be published as a separate record with their specific responsibilities clearly explained. It is important to keep the contact information up-to-date and the description of responsibilities clear and concise in order to provide accurate information.

Please fill in the “Submission form” and complete the fields according to the instructions.

Certain fields are mandatory and indicated with an asterisk (*). The “Review” of the form will highlight the mandatory fields that need to be filled before the record can be published. The record can be saved as a draft. Frequently saving your records is recommended, especially, in case of intermittent internet connections.
