Profile of the expert
Maria de Lourdes Torres has a Ph.D. in Molecular Biology of Plants from de Freie Universität Berlin, Germany. She works as a full time Professor at Universidad San Francisco de Quito since 1995. She became the Head of the Biotechnology Department in 1997 and since 2007 is the Vice Dean of the School of Biology and Environmental Sciences. She is the Co-Director of the Plant Biotechnology Department at Universidad San Francisco de Quito. She is member of the National Biosafety Committee of Ecuador and has advised the Minster of Environment in biosafety issues the last 10 years. She has followed the Cartagena Protocol meetings as official delegate of Ecuador, specially the ones related with the discussion of Article 18 and 27. Since 2007, she is a regional advisor of the BCH Project UNEP-GEF

As a professor and researcher working in Biotechnology, I have had the opportunity to deal with biosafety issues. In Ecuador until now there are no specific regulations in Biosafety, but since 1997 I have worked mainly with the Ministry of Environment of Ecuador trying to create a Biosafety National Framework. I have been involved in the discussions of the Cartagena Protocol, and in the development of the Biosafety Projects of my country. I have taken part in many international and regional biosafety workshops, as participant or speaker, and I have gathered a great experience in this field interacting and discussing this issue with several academic and social organizations.
