The purpose of this law is to protect persons, animals and plants, their biological communities and habitats against harmful effects or nuisances.
It shall also contribute to maintaining biological diversity as well as soil fertility.
The law applies to all applications and uses of environmentally hazardous organisms including contained use, deliberate release into the environment, marketing as well as import, export and transit.
