In decision CP-11/8, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP) recognized the importance of strengthening capacity-building and facilitating the exchange of information, experience and technical expertise on the detection and identification of living modified organisms.

Publications and technical materials related to the detection and identification of living modified organisms (LMOs) can support the implementation of several provisions of the Cartagena Protocol on Biosafety, including activities related to the handling, transport, packaging and identification of LMOs, risk assessment and risk management, and the monitoring of unintentional or unauthorized movements of LMOs.
