The Rio Declaration on Environment and Development, or simply the "Rio Declaration", was also adopted at the "Earth Summit". The Rio Declaration consists of 27 principles intended to guide future sustainable development around the world.

Principle 15 calls for a "precautionary approach", which is invoked in the objective of the Cartagena Protocol on Biosafety.

The Rio Declaration on Environment and Development is a series of principles defining the rights and responsibilities of States. Principle 15 addresses the possibility of harm from actions or decisions when extensive scientific knowledge on the matter is lacking.
