The information gathered is then used to make a qualitative and/ or quantitative assessment of the estimate of risk and the probability that it will be realised in reality.

Step 4 Risk characterization – The qualitative and, wherever possible, quantitative determination, including attendant uncertainties, of the probability of occurrence of known and potential adverse effects of an agent in a given organism, system, or (sub)population, under defined exposure conditions.
