I want to express my appreciation to the Secretariat for coming up with a very comprehensive report that captures the salient points raised in the discussion forum. Thanks very much for the opportunity to comment on the draft report.  The Secretariat has provided a very nice summary that reflects much of our discussion over the week.  I think however, the comprehensive discussion which occurred over how to capture the comments in the guidance is missing, particularly the view that the process was not updating but rather the "incorporating as appropriate" or improving the guidance by the consideration of the comments.  I would also like the report to reflect the process that was followed for the recommendations as that was a subject of discussion at the meeting and an important aspect of the final process that occurred.

Thanks again for the opportunity to comment.
