China government is interested in biotechnology, and also pays more attention on transgenic crop development, because China has to meet demand of a population of 1.3 billion in the condition of limited farmland and water resources, and more, China farms have to depend on consumption of a large of fossil energy, which are producing numerous varieties pollutions in farmland and food derived from agrichemicals and chemical fertilizers under certain circumstances of improper amount and method for going after high yield. But in being of the continuously economic increase and social development of recent years, more and more Chinese people are concerning on their life quality, especially on food risk. On the other hand, all kinds of food safety events frequently broke out and some arguments about the biosafety of transgenic products in the world, additionally, the free and handy propagation of internet in this significant transformation stage and all varieties of mass media are preferentially selecting this topic to attract people. Thus, we find the positive attitude of Chinese for transgenic products are being changed not as 1990s, especially in the people taken a job in biological area and educated higher degree. At the earlier period of China reform and open policy, Most of Chinese people considered the transgenic products as a kind of high technological product acceptable for their life. Actually, it was short of general commercial products for daily life and Chinese people did not ask more for request of their own life. At present, it is difficult that China government develop the transgenic products applied in regular life. The huge obstacle psychological and recognized knowledge erected in general Chinese consumer for transgenic products. The officials gradually believe that risk communication could be play an important role in extension of transgenic products, otherwise, there seems no other better method to remove this black cloud in people heart. From our primary investigations, we found different communication way and content should be conducted in different people. Some of our analysis results are as following:
In order to study the perception of GMO risk and safety among Chinese public, we conducted a questionnaire survey in 30 provinces cities around China. Analysis of over 4 000 questionnaire reveals that, the low perception of GMO among Chinese public is extremely cautious about the safety of GMO and to establish communication platform on GMO risks, and the government and research institutions should take the responsibility of the publication of GMO knowledge. At the same time, it is very important to strengthen scientific population and management, to establish exchange platform for GMO risks, and to pay special attention to the communications with young people, especially with those higher educational level youth.
With the analysis of the questionnaires, we prove that it is of great significance for the development of GMO industry to set up scientific and sound risk communications against GMO risks, After exploring ways of risk communications between any two of the following five subjects-government, enterprises, media, scientists and the public, this article illustrates the best way and delineates the frame of mechanism and measures of GMO risk communications. Meanwhile, the obligations and responsibilities of each of the five subjects are also clarified in the paper. Finally, we suggested that an administrative institution combined with multiple related government departments should be set up to be in the charge of management and coordination of GMO risk communications. We also suggested that the government should facilitate the perception and popularizing of GMO through television, internet, newspaper and periodicals, mainly focusing on issues connected closely with the public health.
