The Ministry of Environment of Panama (MiAMBIENTE) is the competent national authority and National Focal Point of Panama before the Convention on Biological Diversity (CBD) and the Cartagena Protocol on Biosafety.
In that capacity, MiAMBIENTE exercises the following specific regulatory functions in the area of GMO biosafety:
- Acting as the National Focal Point before the CBD and the Cartagena Protocol, serving as the official liaison between Panama and the international mechanisms of the Protocol, including the Biosafety Clearing-House (BCH).
- Presiding over and coordinating the Sectoral Committee for Environmental Biosafety, which is responsible for the regulation, risk analysis, monitoring, and follow-up of all GMO-related activities with impact on the environment and biological diversity, including environmental release, confined use, and field trials.
- Regulating, overseeing, and controlling access to and use of biological, genetic, and derived resources, in accordance with Article 57 of the General Environmental Law.
- Leading the implementation of the National Biosafety Project, in coordination with the National Biosafety Commission (CNB) and the United Nations Environment Programme (UNEP), aimed at the full implementation of the Cartagena Protocol in Panama.
- Completing, updating, and implementing the national legal framework on GMO biosafety, ensuring its coherence with the international commitments assumed under the Cartagena Protocol.
- Coordinating, among all competent authorities, the fulfillment of Panama's obligations under the Cartagena Protocol, ensuring informed, transparent, and risk assessment-based decision-making.
