The Ministry of Agriculture and Environment of Vietnam is the competent state authority responsible for biosafety management of genetically modified organisms (GMOs), gene-edited organisms, genetic specimens, and products derived from modern biotechnology. Its principal functions and duties include:
- Organizing and supervising risk assessment activities relating to the impacts of GMOs on the environment, biodiversity, human health, and animal health;
- Managing and supervising the research, transport, storage, import, export, testing, and intentional introduction into the environment of GMOs and genetic materials;
- Granting, renewing, amending, suspending, and revoking permits and certificates related to biosafety activities, including:
- Permits for confined and field testing of genetically modified organisms;
- Biosafety Certificates for genetically modified organisms prior to their environmental release;
- Certifications confirming eligibility for use of genetically modified organisms as food or animal feed;
- Certificates confirming eligibility for the use of genetically modified organisms in containment production;
- Conducting inspection, monitoring, examination, and enforcement activities to ensure compliance with biosafety regulations;
- Establishing and operating information systems, scientific advisory mechanisms, and public disclosure procedures related to biosafety management;
- Coordinating international cooperation and implementation of international agreements relating to biosafety and biotechnology;
- Serving as the national focal authority for biosafety management under Vietnamese law and relevant international commitments.
