Topic 3: Overview of current capacity for the detection and identification of living modified organisms

Under this item, the participants are invited to share their views on the current capacity for the detection and identification of LMOs. The aim of this discussion is to complement the information received through the submission of information as per paragraph 5 of decision 9/11. Results of the submission of information can be found here.
Overall, thirty-four (34) Parties submitted information on their capacities to detect and identify LMOs:
- Africa (12): Angola, Benin, Burkina Faso, Cameroon, Guinea-Bissau, Kenya, Liberia, Madagascar, Malawi, Nigeria, South Africa, Zimbabwe
- Asia and the Pacific (7): Bhutan, China, Iran, Japan, Malaysia, Myanmar, Oman
- Central and Eastern Europe (4): Belarus, Bulgaria, Lithuania, Poland
- Latin America and the Caribbean (3): Grenada, Peru, Mexico
- Western Europe and Others (8): Austria, Denmark, France, Germany, Italy, Netherlands, New Zealand, Switzerland
Additionally, participants may want to consider the following aspects to guide the discussion:
- Is there sufficient capacity in your country or region to carry out detection and identification of LMOs?
- What are the challenges that are currently being faced (if any)?
- Have there been recent efforts and/or collaborations with other countries and/or organizations to improve the capacity for detection and, identification of LMOs?
- Who are the relevant organizations involved in improving global capacity for detection and identification?
- Where should efforts be focused to improve the global capacity on detection and identification of LMOs?

In my opinion, there is sufficient capacity in Mexico to carry out the LMO detection and identification process, there is infrastructure, installed capacity, experience and commitment from the Ministry of Agriculture.
The challenge we face today is the lack of positive controls in the case of alerts for leaks of genetically modified material, as well as the lack of knowledge for the detection of components and products of synthetic biology
In 2019, a theoretical and practical training will be carried out on the analysis of GMOs to two officials from Peru from September 23 to 27, to 4 officials from Venezuela from October 21 to November 1, and from December 2 to 6 Training is planned for a person from Colombia, with the objective of supporting them to implement or improve the capacity of GMO analysis in their countries.
The organizations of which we are aware that it is a global level of actions to improve the capacity of GMO detection and identification analysis is the CBD Secretariat and the JRC.
Where should efforts be focused to improve the global capacity on detection and identification of LMOs?
* reference materials or positive controls
* training in new subjects
* publication of guide documents

The Detection and Identification Online Discussions 2019 provides an opportunity to update and share our experiences on current trends in the detection and identification of LMOs and emerging issues in the detection, identification and monitoring of organisms, components and products of synthetic biology. Also open for discussions are the current and existing capacities for the detection and identification of LMOs.
The feedback on these issues will be summarized as a resource for the network of laboratories for the detection and identification of LMOs.
We still have some time and therefore encourage meaningful engagements among participants. The Secretariat echoes the moderator’s invitation to participants to contribute to the discussions while thanking those that have done so already..
