Question 3: How could the value of biological diversity to indigenous and local communities be measured or determined? [#4656]
Based on the “Akwé: Kon Guidelines for the Conduct of Cultural, Environmental and Social Impact Assessments, I do support the approach of this guideline that covers to all relevant issues such as: culture, local legislation, human society, environment, biological diversity, and local communities benefit.... etc.

I am also interested the guidelines that point to the right of indigenous people in participatory to make consideration on determine the value of biodiversity of their place condition. This approach will ensure the sustainable development of national government’s policy and indigenous people’s benefit.

The guideline approach is really good enough, but I concern about on how the effectiveness to implement it, especially for the developing countries that are facing nowadays:

- financial sector,
- human resources
- government policy vs indigenous people (how communicate/compromise)
- interest conflict (both side usually fighting)
- how the implementing of legislation is?
