The question that risk assessors ask in this step is what adverse effects could occur, why and how. This step is very important in the risk assessment process as the questions raised will determine what risk scenarios are considered in all subsequent steps.
What constitutes an “adverse effect” will depend on the context and scope of the risk assessment taking into account, as appropriate, the specific protection goals as seen above.
