As per the comments of Dr. Michael Paton, who takes on board the EU language for Synthetic Biology:
"The most recent attempt by EU scientific committees resulted in a consensus view that synthetic biology can be defined as: ‘…the application of science, technology and engineering to facilitate and accelerate the design, manufacture and/or modification of genetic materials in living organisms".
As a geneticist I consider the EU committees' consensus as excessively broad sense, useful for all kinds of breeding procedures from the pioneer times as well.
I would stay with the proposal that "artificial biology" should be stricto senso defined, then we could clarify the future of necessary (or not) specific regulatory measures.
