Item 7: Broader discussions on GS
At least one SWG member requested that we should discuss here the different debates taking place internationally around the concept of General Surveillance.

If I am this SWG member, than I meant that because of discussions are ongoing and we still are developing new ideas, we may not, and we should not want to, come up with a consensus document. Where there are differences of opinion and points of debate, we should make them clear to our audience. We should not choose for one approach and be silent about other ones. But, we can cross those bridges when we are at them. My recommendation would be not to lose time on discussions who is ‘right’ or ‘wrong’, but spend time on understanding each others points of view and try to come to a synthesis

I don't think there is a clear one way with respect of GS. Country conditions and chosen protection goals will impact the decisions on what to do.

GS, including its convenience as part of monitoring activities related to environmental releases of LMOs, are still being under discussion. This guidance document should take this into account and not to pretend to give a final point of view on an issue that is still on evaluation.
