SWG on Risk Assessment of LM Trees

Thank you very much for all your comments and proposals.
Before starting this endeavour I like to point out my understanding of our discussion in Mexico.
As you may see in our outline in Annex II "Development of additional Guidance" we had a consensus to cover forest/plantation trees and fruit trees. Therefore I tried to cover both and give reasoning why to exclude other plants which may be perceived as trees though they are not. For the time being I would like to stick to this scope and await the outcome of the online discussion
in addition I sticked to our outline in the sense that I wrote a rationale and a points to consider section to each bullet point we discussed and decided on to have it in Mexico.
Kazuo: in the beginning you critized language use, but these are quotations from the decisions of COP VIII and IX. Therefore a change is not possible.
