This paper provides a background to the concepts of attitude to risk and uncertainty, a summary of current thinking in developing approaches to risk, and an overview of existing data sources in New Zealand. It is intended to provide a basis for the review of the approach to risk within the decision-making framework, and a structure for obtaining the required further information to support the implementation of this.
