Duties of the National Co-ordination Biosafety Centre were assigned to the Institute of Genetics and Cytology by the Resolution of the Council of Ministries of the Republic of Belarus on 19 June 1998, No.963.
In 2005 GMO Detection Laboratory at the Institute of Genetics and Cytology was established and nominated as an expert laboratory on GMO detection in food raw materials, foodstuffs and feed by the Resolution of the Interagency Coordinating Council under the Council of Ministries of Belarus of 28 November 2008.

The policy of total GM ingredient screening in food raw materials and foodstuffs is carried out in Belarus. Laboratory does not identify a separate LMO, because in according the Republic of Belarus legislation all food raw materials and foodstuffs, which include corn and soybean, are under the control of GM-ingredient. Nonthreshold ("Yes-No”) principle has been adopted in Belarus (“35S promoter/NOS terminator was detected" - "35S promoter/NOS terminator was not detected”).
