1 Where and when does the standard becomes oprational?
2 Which of the standards, treaties, conventions national or sub-regional should be  applicable
3 What should be applicable among the existing standards in the these events
a Handling
b packaging
c transport (form point of import to export)
4 Can the standards be harmonised to take care of all the events in the subject matter?
5 Can each party national laws/standards or the regional/subregional law beapplied to address the issues?
6 How do we address the global "Regulatory Divide" due to political and economic factors in Handling , Packaging & Transport of LMOs?
7 What about coordination among the standards setting bodies
8 Lack of capacity for the implementation of the identification and monitoring of LMOs
