The project goal is therefore to support the establishment at the national level of a comprehensive and effective regulatory framework on biosafety in accordance with the Cartagena Protocol on Biosafety and to create technical capacity for the implementation and enforcement of the Protocol at the national level.
Project objectives are to provide technical guidance and assistance for the implementation of the regulatory framework on biosafety at the national level, including the establishment of administrative systems and institutional arrangements, such as laboratories for LMO detection and human resource capacities.
The GEF-funded alternative will enable the achievement of the project goal and objectives through the following three interlinked project components: (1) Development and operationalization of biosafety policy, regulatory and institutional framework; (2) Development of national capacity for the operationalization of biosafety measures in compliance with the Cartagena Protocol on Biosafety; and (3) Knowledge sharing process.

| Main achievements: Please provide a short summary of the main achievements of the initiative, including those related to advancing gender equality in achieving the objectives of the Convention and its Protocols, if applicable (max 200 words):
a) The Order No. 151- n dated on 16 June 2023 was issued by MNRERS to create Inter Ministerial working group (IMWG) and appoint the IMWG members on agreement which will work to established process to reconcile various biosafety draft laws with a view to adopting a national biosafety policy, inclusive of liability and redress issues.
b) The Order No. 151- n dated oa16 June 2023 was issued by MNRERS to create the Steering Project Committee and appoint the IMWG members on agreement.
c) A number of minutes of consultations and meetings with project stakeholders.
d) Minutes of the meeting of Interministerial working group members dated 07.07.2023.
e) The Forth National Report on the Implementation of the Cartagena Protocol on Biosafety (NR4) prepared and submitted on 3 October 2023 by MNRETS;
f) Letter of Agreement signed with Public Fund “Center for Сenter for non-proliferation and export control” on 13 September 2023;
g) Minutes of the meeting of Consultative Working Group held on 11-13 September 2023;
h) Technical and consultation support for development of draft law on biological safety being prepared by Jogorku Kenesh KR on October-December 2023.
i) Six workshops and trainings were held to raise public and experts’ awareness about the project implementation.
