The Biosafety (Management of Genetically Modified Organisms) Regulations 2007 provides for effective implementation of the Biosafety Act of 2002. It provides the biosafety institutional framework, highlights detailed roles and responsibilities of each stakeholder, involved in its implementation, type of Licenses issued under the Biosafety Act, timeframe for processing an application, public access to information, capacity building. liability, labeling requirements, risk assessments, including information requirement for any applicant for use, development, handling and transportation of LMOs and associated fees.

The Biosafety Regulations 2007 were developed to ensure effective implementation of the Biosafety Act. There is a strong relationship between these Regulations and the national guidelines (available on this platform) for instance, Guidelines for safety assessment of Food and feed derived from genetically modified crops and guidelines for genome editing and their products. The Committee established under these Regulations are responsible for reviewing risk assessment from the applicant using these guidelines. The Minister responsible for environment is responsible for implementation of all biosafety legal framework including guidelines, policies and Regulations.
