Methodology and points to consider
The respective risk assessment for GM maize MON810 examines possible effects on target and non-target organisms as well as the potential for gene transfer and other relevant risk assessment parameters, incl. an assessment of the possible economic consequences for organic and conventional farmers in Austria.

The risk assessment is based on the scientific literature and data relevant for the Austrian situation, like population densities of lepidoptera in agricultural environments, including maize fields, and their classification as “endangered species”. As it has been shown that Bt-toxins also affect non-target lepidopteran species, it is likely that the use of Bt-plants will negatively affect populations of lepidoptera living in agricultural environments. Aquatic non-target organisms, like trichoptera are also likely to be negatively affected, according to new scientific results.

It is estimated that the cultivation of GM maize MON810 could result in relevant effects on certain species, among them e.g. butterfly species which are already classified as endangered in Austria.

In conclusion the risk assessment shows that there is a risk to non-target organisms, like butterfly species, which are already endangered and which would be additionally affected by the cultivation of GM maize MON810. Since additional impacts on endangered species should be minimised the cultivation of GM maize MON810 is expected to have negative effects. Since any undesired impairment of aquatic and soil habitats should be avoided, the potential effect of GM maize MON810 on these ecosystems has to be regarded as relevant, considering that it is unknown due to lacking data which additional effects the cultivation of GM maize MON810 might have on aquatic and soil ecosystems.

The insect resistance management plan submitted by the consent holder is insufficient because there is no information on baseline data concerning Austria, a lack of information regarding the implementation and a questionable assumption with regard to the adoption speed of GM maize MON810 in the European Union, which was estimated to be unrealistically low.

The available risk assessments by EFSA are based on “best case” scenarios, rather than on realistic data concerning Austrian environments for all analysed risk issues. Furthermore the highly variable results from different scientific publications should be taken into account and further addressed.

The regions which were specifically considered in the risk assessment consisted of the main cultivation areas for maize in Austria, namely the eastern parts of Austria, and the maize cultivation areas in Upper Austria and Styria.
