Firstly, thank to Secretariat for the background document - Summary of
Information on Standards and Standard-setting Bodies, serving as a good
basis for discussion (even not fully complex and in full details, as
discussion shows – but it was not surely intension).
The ongoing Forum has revealed usefulness of such discussion and in this
case a complexity of the problem. Therefore, cooperation and coordination
of procedures with other international organizations and bodies are
necessary to reach unified regulation in the given sphere and to avoid
duplication of efforts and complications with not coordinated procedures
in relation to other organizations/conventions. This is very difficult and
complex task which would require deep analysis and involvement of real
experts (maybe in the form of an Ad-hoc Working Group).
Possibility for the Secretariat representatives to participate in the
meetings of corresponding international organizations could not only
extend cooperation, but maybe even enable access to restrictively
available information and data.
Even if international regulations would exist, they need to be completed
by regulations at national level /Union/ Community level, especially if
they are not mandatory/ legally binding (as so far experience also within
other conventions has shown).
