Purpose and Scope
Purpose of the Forum
The purpose of this Online Forum is to facilitate discussions on strategic approaches to capacity-building for biosafety, as well as measures for improving the planning (including needs assessments), implementation, coordination and monitoring of biosafety capacitity-building initiatives. The outcomes of the Forum will contribute to the comprehensive review of the capacity-building Action Plan to be considered by the sixth meeting of the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP 6).
Discussion Groups
This Forum is organized into the following discussion groups:
Discussion Group 1
: Findings and recommendations of the independent evaluation of the capacity-building Action Plan
Discussion Group 2
: Framework for assessing biosafety capacity-building needs at national and regional levels, and
Discussion Group 3
: Strategic approaches to capacity-building for the effective implementation of the Cartagena Protocol on Biosafety

The Forum will open on Monday, 20 February 2012 at 01:00 (GMT/UTC) and will close on Friday, 4 May 2012 at 23:00 (GMT/UTC). The first discussion group will run from 20 February to 2 March 2012. The subsequent discussion groups will take place on the dates indicated below.

Expected outcomes
In accordance with decision

, it is hoped that this Online Forum will contribute to the following outcomes:
Outcome 1:
A revised draft Action Plan or, as proposed in the independent evaluation report, two separate but complimentary documents:
a Capacity-Building Action Plan for the Effective Implementation of the Cartagena Protocol on Biosafety, and
a Strategic Framework for Capacity-Building under the Cartagena Protocol on Biosafety;
Outcome 2:
A revised capacity-building needs assessment framework;
Outcome 3:
A new monitoring and evaluation framework for the Action Plan, including the proposed:
monitoring and evaluation methodology (how and where to collect the data and by whom),
targets and baselines against which to measure progress,
indicators for monitoring and assessing progress;
Outcome 4:
A Revamped Coordination Mechanism for Capacity-Building under the Cartagena Protocol on Biosafety; and
Outcome 5:
A draft guidance document on strategic approaches to biosafety capacity-building at national and regional levels.
