Fifth assessment and review of the effectiveness of the Cartagena Protocol on Biosafety and the mid-term evaluation of the implementation plan and the capacity-building action plan for the Cartagena Protocol

1. In accordance with Article 35 of the Protocol, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol is required to undertake an evaluation of the effectiveness of the Protocol at least every five years. 

2. At its tenth meeting, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol conducted the fourth assessment and review and the final evaluation of the Strategic Plan for the Cartagena Protocol for the period 2011-2020 (decision CP-10/7).

3. In decisions CP-10/3 and CP-10/4, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol adopted the implementation plan for the Cartagena Protocol on Biosafety, and the capacity-building action plan for the Cartagena Protocol on Biosafety respectively. It decided to conduct a midterm evaluation of the implementation plan in conjunction with the fifth assessment and review of the effectiveness of the Protocol and to conduct a mid-term evaluation of the capacity-building action plan in conjunction with the mid-term evaluation of the implementation plan. 

4. In decision CP-10/3, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol requested the Executive Secretary to include in the reporting format for the fifth national report questions designed to elicit information on the indicators of the implementation plan and to analyze and synthesize that information to facilitate the midterm evaluation and to make this information available to the Liaison Group and, as appropriate, the Compliance Committee. 

5. In the same decision, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol requested the Subsidiary Body on Implementation, at a meeting to be held before the twelfth meeting of the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol, to consider the information provided, and the conclusions reached by the Liaison Group and the Compliance Committee, and to submit its findings and recommendations to the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol at its twelfth meeting with a view to facilitating the midterm evaluation of the implementation plan.

6. The table below identifies sources of information for the indicators of the implementation plan for the Cartagena Protocol. The source of information is provided for the fifth reporting cycle and for the baseline and are based on document CBD/CP/MOP/10/INF/3 (‘reference table’).
