In its
decision CP-9/7, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol decided to develop a specific post-2020 Implementation Plan for the Cartagena Protocol on Biosafety (Implementation Plan) that is anchored in and complementary to the post-2020 global biodiversity framework, and requested the Executive Secretary to facilitate the development of its elements.
Further to
notification 2019-027, views were received from Parties, other Governments, indigenous peoples and local communities and relevant organizations on the possible structure and content of the Implementation Plan for the Cartagena Protocol on Biosafety post-2020. Submissions received may be accessed
here.
In decision CP-9/7, Parties to the Cartagena Protocol on Biosafety also requested the Executive Secretary to prepare a draft of the Implementation Plan on the basis of the submissions and to convene open-ended online discussions of Parties and other stakeholders on the draft of the post-2020 Implementation Plan for the Cartagena Protocol on Biosafety.
In accordance with decision CP-9/7, the draft Implementation Plan was developed by the Executive Secretary on the basis of the submissions made in response to notification 2019-027 and taking into consideration the guidance provided by the meeting of the Parties in its decision CP-9/7.
Through
notification 2019-044 Parties, other Governments, relevant organizations and indigenous peoples and local communities were invited to nominate participants to the open-ended online discussions on the draft Implementation Plan.
The open-ended online discussions will be held from 8 to 19 July 2019 and will be moderated by Ms. Galina Mozgova (Belarus).
The outcomes of the online discussions will be considered by the thirteenth meeting of the
Liaison Group on the Cartagena Protocol on Biosafety, tentatively scheduled to be held in October 2019, and a revised draft Implementation Plan will be considered by the third meeting of the Subsidiary Body on Implementation.
To facilitate the discussion on the draft Implementation Plan, two documents have been made available and can be accessed in the background documents section on this page:
- The synthesis of submissions made in response to notification 2019-027. The views submitted on the structure and content of the Implementation Plan are provided in section II of the document; and
- The draft Implementation Plan. The document provides an overview of the process undertaken for the development of the Implementation Plan and describes the considerations that were taken into account when preparing the draft of the Plan. The draft Implementation Plan is presented in the annex.
Participants are invited to provide
general comments on the draft Implementation Plan and may do so
starting on 8 July 2019 at 13:00 GMT until Friday 19 July 2019 at 21:00 GMT.
Separately, comments will be invited on
specific parts of the Implementation Plan,
starting on 11 July 2019 at 13:00 GMT, in separate threads, on the following topics:

- Objectives
- Outcomes
- Indicators
