Background to the Capacity-Building Action Plan
In decision CP-9/3, the COP-MOP acknowledged the need for a specific action plan for capacity-building for implementation of the Cartagena Protocol that is aligned with the implementation plan for the Cartagena Protocol and welcomed the indicative schedule of activities for the development of the specific action plan contained in the annex to the decision.
The COP-MOP assigned a central role to the Liaison Group on the Cartagena Protocol in the development of the Capacity-building Action Plan.
Main steps in the development of the Capacity-building Action Plan for the Cartagena Protocol on Biosafety
- February 2019 - Parties, other Governments, indigenous peoples and local communities and relevant organizations were invited to submit views on possible elements of a specific action plan for capacity-building on biosafety, covering the Cartagena Protocol and its Supplementary Protocol. See notification 2019-027 (28 February 2019) and the submissions received. A synthesis of the submissions is available here.
- October 2019 - The Liaison Group on the Cartagena Protocol on Biosafety met for its thirteenth meeting. It provided input to a draft capacity-building action plan prepared by the Secretariat on the basis of: (a) Input provided in the views submitted in response to notification 2019-027; (b) Relevant activities from the Framework and Action Plan on capacity-building (2012-2020), as suggested in the submissions; (c) Activities outlined in the programme of work on public awareness, education and participation; and (d) Capacity needs regarding the detection and identification of living modified organisms as requested by decision CP-9/11. Following the thirteenth meeting of the Liaison Group, the Secretariat further revised the capacity-building action plan, taking into consideration the advice provided by the Liaison Group. As part of this, the Secretariat developed an introductory text for the capacity-building action plan, addressing inter alia: its alignment with the implementation plan for the Cartagena Protocol and its complementarity with the long-term strategic framework for capacity-building and development for the Convention; evaluation and review; priorities and programming; and resources.
- December 2019- January 2020 - A peer review of the draft capacity-building action plan took place in conjunction with the peer review of the draft implementation plan for the Cartagena Protocol. The two plans were presented alongside one another to show their alignment and complementarity and to avoid duplication.
- April 2020 - The Liaison Group on the Cartagena Protocol on Biosafety met for its fourteenth meeting online. Pursuant to decision CP-9/3, it reviewed the final draft of the capacity-building action plan, prepared by the Secretariat on the basis of the submissions received during the peer review. The draft was made available in the annex to document CBD/CP/LG/2020/1/3. The Liaison Group provided further input taking into account information from fourth national reports on the implementation of the Protocol as well as from the fourth assessment and review of the Protocol and the final evaluation of the Strategic Plan (2011-2020). - March 2022 - The Subsidiary Body on Implementation held its third meeting in Geneva, Switzerland, and considered the draft capacity-building action plan provided in document CBD/SBI/3/18. It adopted SBI Recommendation 3/4 on the matter for consideration by COP-MOP 10.
- December 2022 - The Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety held its tenth meeting in Montreal, Canada, and adopted the Capacity-Building Action Plan for the Cartagena Protocol on Biosafety in Decision CP-10/4
