The Concept describes biological safety in a broad sense and covers issues of ensuring biological safety in the following strategic areas, identified in accordance with the main areas of influence of hazardous biological factors:

human biological safety;

biological safety of animals;

biological safety of plants;

genetic safety;

control of invasive species.

The main objects within the framework of the implementation of the strategic direction "Genetic Safety" are:

unauthorized genetically engineered organisms (GEOs) that have not undergone risk assessment, with a high potential for dissemination in the environment and invasiveness, obtained using synthetic biology methods and certain areas of genome editing;

deciphered genome sequences of organisms that can be used to create dual-use goods.

The Concept defines national interests and strategic directions in the field of ensuring biological safety, the purpose and objectives of activities to ensure biological safety, the main biological threats and their sources, the basic principles of ensuring biological safety, monitoring biological risks, the main criteria and indicators for assessing the state of biological safety, definition their threshold values, measures aimed at protecting the population, animals, and the environment from the effects of hazardous biological factors, the creation and development of a biological risk monitoring system, an information system and international cooperation in the field of ensuring biological safety, methods for assessing risks in the field of biological safety.
