Mr. Kusukawa graduated from Kyoto University in 1996 with a Bachelor of Agriculture & Masters of Agriculture (Agricultural Chemistry). From 1996 to 2006, he worked in the Ministry of Agriculture, Forestry and Fisheries (Japan) and related government institutions in the areas of pesticide regulation, food labelling, environmental policies and official development assistance. During this time, he undertook post-graduate studies in the University of New South Wales, Australia (environmental management and international relations).
In 2006, Mr. Kusukawa was seconded to the Secretariat for the
Codex Alimentarius Commission (Joint FAO/WHO Food Standards Programme). He served as secretariat to various subsidiary bodies of the Codex Alimentarius Commission, including the Codex ad hoc Intergovernmental Task Force on Foods Derived from Biotechnology.
