Mr. Shcheglov is a Senior Technical Officer in the Tariff and Trade Affairs Directorate of the
World Customs Organization (WCO). Prior to his secondment to the WCO Secretariat as a Technical Attaché on 1 October 2001, Mr. Shcheglov was working as a Senior Officer of the Tariff- and Non-Tariff Regulation Directorate of the Russian Federal Customs Service. He was responsible for tariff classification and other Harmonized System-related matters in his administration.
In the WCO Secretariat he was initially project co-ordinator for the introduction of Russian as a working language for the Harmonized System (HS) matters in the WCO. In 2003 he was appointed as a Technical Officer of the Tariff-and Trade Affairs Directorate and has been responsible for the HS classification of agricultural products. He has also been dealing with a number of specific projects as well as policy and legal aspects of application of the HS.
