Hi all,
I am posting it in this forum regarding our preparations for the upcoming workshop. I am from Jamaica, but presently, based on the content of this workshop, it seems we don't have much in place to handle the trans-boundary movement of these types of products.
Is there any guidance or thoughts regarding an alternate approach to this presentation? Is/Are there any other countries with a similar situation?
Regards
Damean Beckford

Hi All ,
We're in the same position with Jamaica as it relates to limited information. However, we will compile whatever we have for the presentation.
Kind Regards,

Hi all what I understand is that what we should present is a kind of Foda: strengths, weaknesses, opportunities and threats. In this case the weaknesses = needs. I think is the way to reflect the individual situation or level of preparation of each of our countries regarding LMOs.
If some other colleague has a better idea, please share,
Best regards,

Dear Damean,
Thank you for your message. I may very well be that the situation you describe of Jamaica is similar to that in other countries in the Caribbean.
The presentation outline includes aspects related to the general framework applying to LMOs and to practical aspects of the border control work. For the general framework applying to LMOs, you may want to get in touch with your Competent National Authority (CNA) or with your National Focal Point for the Cartagena Protocol (NFP). Names and contact details of the CNA and the NFP are available here:
https://www.cbd.int/doc/lists/cpb-bch-a17-fp.pdf In relation to the parts of the presentation on institutional mandates and involvement of institutions, you may also want to get in touch with the NCA and NFP and present on your own role when dealing with LMOs. If there is no experience to report on in this respect, you may be able to present what you usually do when goods arrive for which your country does not have a specific procedure or for which you are uncertain whether a specific procedure applies (what general procedures apply, and how do you find out?)
For the issue on national awareness and capacities, you can do a self assessment and for what is required, you may wish to also get in touch with your CNA and NFP.
When you are very unfamiliar with the Cartagena Protocol and biosafety aspects, it is recommendable that you do the first E-learning Module that provides an introduction to the Protocol. This will help you prepare your presentation. The E-learning module is available at:
https://scbd.unssc.org/course/index.php?categoryid=3 (clicking on the last course entitled ‘COURSE ON THE CARTAGENA PROTOCOL ON BIOSAFETY FOR CUSTOMS/BORDER OFFICIALS’). Please note that you must sign in with your BCH account that has been created for you. The course should assist with your need for clarity on the issue of what is understood by LMOs in this context.
The outline of the presentation, with guidance on resources in square brackets is provided below:
• Legal and policy framework applying to transboundary movements of LMOs in your country (applicable national laws and policies);
[contact your CNA and NFP]
• Institutions involved in transboundary movements of LMOs, including, where applicable, competent national competent authority on biosafety or LMOs and border control institutions, and their responsibilities and involvement
[contact your CNA and NFP and present on mandates of the different actors involved, including the border control authorities];
• Collaborative arrangements between different institutions involved
[contact your CNA and NFP and present on mandates of the different actors involved, including the border control authorities];
• Experience with transboundary movements of LMOs in your country, focusing on: applicable requirements, approval procedures, information exchange, testing and detection
• Description of national awareness and capacities for border controls on LMOs, including strengths, gaps, needs and recommendations
[both based on experience of border control authorities. If no LMO-specific experience is available, please describe what the usual procedure is when goods arrive for which no procedure is in place];
Good luck with the preparation.
Best,
Peter
