We are pleased and honoured to have been invited to moderate the online discussions on non-state actors’ engagement in the Action Agenda for Nature and People.

Please find below the guiding questions for this theme below.

Please note that the discussions for the on Online discussion group 1: Emerging best practices, needs and opportunities and Online discussion group 2: Development of concrete and measurable commitments will be held from 27 September 2021 to 17 October 2021.

Please note that participants must register and sign into the BCH in order to post messages.
Individuals wishing to participate via e-mail after these initial messages can choose to “watch” the discussions taking place under the different themes. These individuals will then receive copies of the posted messages by e-mail.

How could the SCBD enhance non-state actors as users on the platform (e.g. new and reoccurring users, geographic areas, number of steps to reach a webpage)?
What main features of the new Action Agenda landing page (e.g. the making a commitment section, the exploring pledges section, the Frequently asked questions section, the news and stories section, the statistics section and the newsletter section) is most useful and easier to access information? Estimados participantes y moderadores

Con el fin de potenciar los usuarios y actores involucrados en la Agenda de Acción, es importante considerar mecanismos para dar a conocer la iniciativa a través de escalas más locales, las cuales pueden implicar en ciertos casos, acciones de educación y divulgación en territorio (presencial).

Lo anterior debido a que existen actores (comunidades, sociedad civil, pequeñas empresas) desarrollando actividades que pueden impactar positiva o negativamente a la conservación de la biodiversidad, por lo cual es importante dar a conocer la Agenda y su mecanismo de funcionamiento, a fin de que éstos puedan identificar posibilidades de generar un impacto positivo a través de sus actividades cotidianas, productivas y de vida, aportando a los tres objetivos de la Convención sobre Diversidad Biológica. Esto también conlleva a la necesidad de divulgar en un número mayor de idiomas la Agenda de Acción, con el fin de que llegue a la mayor cantidad de personas posibles; quizá, a través de los mecanismos que actualmente utiliza la interfaz de acceso abierto.

La nueva página de la Agenda de Acción es clara y permite acceso fácil a la información, ésta podría considerar hacer más visibles las infografías y los volantes ya que al tener orientaciones sobre las diferentes “líneas de acción” que podrían estar incluidas en las “categorías” de la Agenda de Acción, servirían de guía a usuarios que busquen una orientación hacia qué objetivos apuntar de acuerdo a sus actividades y capacidades de acción.

En algún momento del desarrollo de la iniciativa, las estadísticas podrían discriminar países, de manera que pueda observarse por cada región qué países están aportando a la agenda y en qué nivel. Respecto a los formularios, el aplicado a la categoría “negocios” no contiene aún los temas de acción “Acceso y distribución de beneficios”; “Bioseguridad” y “Conservación y Uso Sostenible de Especies”.

En cuanto a los criterios clave para los compromisos de la Agenda de Acción, los ya establecidos ayudan a orientar lo que se espera de un compromiso adquirido; adicionalmente, éstos podrían ser complementados incluyendo criterios de ética.

Related to the criteria for the Action Agenda and to implement the Implementation Plan and the Capacity-building plan for the Protocol.

Inputs on BCH III project's work to support the Cartagena Protocol:

Latest ongoing developments:

• BCH III project was extended twice for a period of 12 months, with end date on 31 December 2022.

• In-person national workshops with Regional Advisors in-country travels stopped in March 2020, in the wake of COVID-19, with a shift to online virtual workshops since end of 2020: 7 online workshops have taken place since then.

• development of 1 e-learning course in all 6 UN languages.

By answering the question “How could the SCBD enhance non-state actors as users on the platform?” I think one very important incentive is knowledge. For example, BCH III Project does allow and still allows for the involvement of all non-state actors, who are really can contribute biosafety, but usually not so involved in the decision-making as regulators, by inviting them to the BCH workshops and by explaining what knowledge they can acquire from the BCH platform and how they can contribute to the development of the biosafety.
In this regard, the implementation of similar projects on the PAEP of the BCH platform, as well as the other SCBD platforms is one of the good options.

1. Some profiling opportunities on the action Agenda websites and social media platforms include; YouTube, blogs, access links, side events and online forum.

2. The main biosafety impactful message or value is to increase awareness on biosafety regulation and the profile of CPB to all stakeholder; ensure adequate protection of the biodiversity from potential risks of biotechnology, develop relevant tool for risk assessment/management, strengthen all biosafety actions and capacities to maintain adequate standard and level of protection in handling, safe transfer and use of LMOs with potential adverse effects on biodiversity conservation and sustainability.
3. The non-state actors or governments can make use of any of the available dissemination channels/entry points, including other channels like in-country visits and desk studies to enhance peer learning.

4. The IT Open-Source components from the Action Agenda can be useful in sharing information by expanding the FAQs for improved knowledge on biosafety and biodiversity issues.

5. Some innovations that could be used to make measurable pledges are the introduction of incentives to encourage commitments from partners, highlight its competitiveness and sharing of the guidance materials.

6. Profiles can be raised through inclusiveness; by encouraging their participation in critical actions and decisions for the Action Agenda.

7. The non-state actors that use the national biosafety websites most are the NGOs and educational institutions. They access the websites through available links and guidance materials.

8. The Action Agenda in 3 years, shall boost biosafety education for informed decisions at all levels and evoke more actions from the biosafety categories and measurable deliverables from commitments. It will significantly raise my profile and improve my network in the next 3 years. 

9. I source biosafety resources through the BCH to develop contents. I frequently seek biosafety related records and statistical information in the BCH.

1. To enhance non-state actors as users on the platform, the SCBD should develop a work program to undertake pilot-projects, to build their capacities to ensure significant transformation of human behavior and choice, in favor of biodiversity conservation and restoration, as well as inspire further ambitions and actions. This will also facilitate the mainstreaming of the Global Biodiversity Framework into National Biodiversity Strategies and Action Plans towards achieving the Action Agenda. It will in addition, build credibility and transparency in biodiversity system, to promote public awareness and education as well as motivate public discussions on biodiversity and its significance to ecology, economy, life and services.

2. All the features of the new Action Agenda landing page are very useful and easily accessible for relevant information. There could be improvement in the making a pledge section, by introducing incentives to inspire interests and commitments.  

3. The key criteria for the Action Agenda commitments should be the ambition to raise awareness on the urgency and action necessary to reduce the drivers of biodiversity loss; and make a shift towards nature-positive outcomes.
The goals that the non-state actors should focus on is to mainstream and integrate biodiversity in all relevant economic sectors and national policies. The approach should involve multiple transformative transitions to promote and coordinate biodiversity actions, required to integrate sets of objectives for newly identified knowledge gaps, as well as project the need to build evidence and design trajectories for the Action Agenda.

The field from the pledge form that need to be added is to introduce Pilot-Projects to build capacities to mainstreaming the Global Biodiversity Framework into the NBSAPs. This should be featured in Action Theme(s) field in the Commitment Linkages section.

On the basis of the Czech experience with non-state actors I am sending contribution to the discussion - the theme 1 and the theme 3.

3. Sharing information
Opportunities for information-sharing measures
Existing information-sharing measures

First step is to find appropriate target groups (see bullet 1) and communicate with them.
Second step is to include our topic to their programmes.
Within them various ways for information-sharing have been used:

• Meeting with public and members of societies through specialized workshops, enabling also some discussion on interested themes.
• Publicize articles on the given theme in societies or local governments bulletins, newsletters or leaflets.
• Organize specialized excursions connected with explanations on spot.
• In some cases targeted expositions (in cooperation with local governments, institutions such muzea, schools, houses of nature etc.).

As source of topical information have to be used official websites (secretariats of international conventions, BCH – both global and national, national ministries – therefore they play an important role),  results of international meetings or publications on the given themes, including official newsletters.
