Online Forum on the Action Agenda/Biosafety

Dear Forum Participants,

We are pleased and honoured to have been invited to moderate the online discussions on non-state actors’ engagement in the Action Agenda for Nature and People.

Please find below the guiding questions for this theme below.

Please note that the discussions for the on Online discussion group 1: Emerging best practices, needs and opportunities and Online discussion group 2: Development of concrete and measurable commitments will be held from 27 September 2021 to 317October 2021.

Please note that participants must register and sign into the BCH in order to post messages.
Individuals wishing to participate via e-mail after these initial messages can choose to “watch” the discussions taking place under the different themes. These individuals will then receive copies of the posted messages by e-mail.

Theme 4: Monitoring, reporting and evaluation progress of commitments

1. What is the importance of concrete and measurable biosafety commitments? What standards are critical to measure success for the Implementation Plan for the Protocol and the Global Biodiversity Framework (e.g. duration, target audience(s), the scale of the action, the impact of the action, the partners)?
2. How should non-state actors report on their progress of their commitments (e.g. progress reports, Key performance indicators (KPIs) for businesses, score cards, quarterly briefs, Info graphics, surverys with baselines before and after)
3. Should there be phases of progress (e.g. planning, development, implementation phase and evaluation phase)?
4. How can non-state actors have more measurable impact across the supply chain, operations, transportation and production and to engage stakeholders or governments as a measure of success?

Thème 4 : Suivi, rapport et évaluation des progrès des engagements

The Theme 4 is important to bring on discussion where the major groups such as indigenous peoples and local communities including women and youth and their full and effective participations are important.

1. The importance of concrete and measurable biosafety commitment is to build credibility and promote transparency in biosafety systems. This will reduce and manage negative impacts, while enhancing positive impacts on biodiversity.

2. The critical standards to measure success for the Implementation plan for the Protocol and the Global Biodiversity Framework include the scale and impact of action, impact assessment or result analysis and policy response to recommendations.

3. All the provided examples can be used to report progress on non-sector actors’ commitment.
What is the importance of concrete and measurable biosafety commitments? What standards are critical to measure success for the Implementation Plan for the Protocol and the Global Biodiversity Framework (e.g. duration, target audience(s), the scale of the action, the impact of the action, the partners)?
There should be phases of progress as indicated, as well as timelines to guide activities. There should also be capacity building on innovative best practices, to strengthen capacities in developing methodologies to provide constructive guidelines and pathways to support actions and promote implementation.

4. Non-state actors can have more measurable impact across the supply chain, operations, transportation and production through active participation and building synergies to promote collaboration and engage with governments and stakeholders.

In the case of the Supplementary Protocol on Liability and Redress and possibly, an action envisaged was the use of the National Biosafety Observatory to play the role of monitoring and prevention in the event of damage to biodiversity by the use of a GMO. Another possibility is also collaboration with organizations for the defense of the environment or the protection of species for the supervision of sensitive species in areas where GMOs are used. Unfortunately these organizations are not active enough to play this role. We are therefore considering the possibility of training them to assume this function. But this is still under study.
