Previous Submissions on Risk Assessment

2019-2020 intersessional period

In paragraph 10, in decision 9/13, COP-MOP invited Parties, other Governments, indigenous peoples and local communities, and relevant organizations to submit to the Executive Secretary information relevant to the work of the online forum and the Ad Hoc Technical Expert Group.

Accordingly, Parties and observers may wish to submit information related to:
  1. Experience in undertaking risk assessment of living modified organisms containing engineered gene drives and living modified fish (detailing how and for which cases); or else, lack of experience in doing so;
  2. Challenges experienced or foreseen in undertaking risk assessment of living modified organisms containing engineered gene drives and living modified fish;
  3. Specific needs (if any) to properly undertake risk assessment of living modified organisms containing engineered gene drives.

In implementing this element of the decision the Executive Secretary issued notification https://www.cbd.int/doc/notifications/2019/ntf-2019-009-bs-en.pdf?dowload.

The deadline for submissions of information is 15 March 2019.

2017-2018 intersessional period

In its decision VIII/12, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP) invited Parties to submit to the Executive Secretary:
  1. Information on their needs and priorities for further guidance on specific topics of risk assessment of living modified organisms;
  2. Proposals on criteria, including the technical justification, that may facilitate the selection of topics for the development of further guidance; and
  3. Views on perceived gaps in existing guidance materials. COP-MOP requested the Executive Secretary to compile and submit the views submitted by Parties for consideration by the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA).
Furthermore, COP-MOP requested SBSTTA to review the information provided and to recommend a way forward to address the needs, priorities and gaps identified by Parties for consideration by the COP-MOP at its ninth meeting, including the possible establishment of a new ad hoc technical expert group (AHTEG).

In notification SCBD/SPS/DC/MPM/MW/86376 of 12 April 2017, Parties to the Cartagena Protocol on Biosafety were invited to submit the above information. The deadline for submissions is 25 August 2017.

2015-2016 intersessional period

In paragraph 5 of decision BS-VII/12, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP) invited Parties to submit to the Executive Secretary:
  1. Information on their needs and priorities for further guidance on specific topics of risk assessment of living modified organisms; and
  2. Existing guidance on specific topics of risk assessment of living modified organisms.
The COP-MOP requested the Executive Secretary to synthesize the views submitted by Parties for its consideration, at its eighth meeting, of the need for the development of further guidance on topics prioritized on the basis of the needs indicated by the Parties with a view to moving towards operational objectives 1.3 and 1.4 of the Strategic Plan and its outcomes.

On 1 December 2015, notification 2015-138 was sent to Parties to the Cartagena Protocol on Biosafety inviting them to submit the above information. The deadline for sending submissions is 31 May 2016.
